Mexican prosecutors have launched an investigation after six severed heads were discovered on a roadside between the central states of Puebla and Tlaxcala, areas usually considered among the safest in the country.


The grisly discovery was made on Tuesday, with a pamphlet left at the scene claiming the killings were linked to rival gang disputes. Authorities confirmed the remains were all male and said the message suggested the brutal act was tied to criminal score-settling.


“The State Attorney General’s Office (FGJE) has initiated an investigation into the discovery of six male head limbs near the states of Puebla and Tlaxcala,” prosecutors announced in a statement. “The State Attorney General’s Office will continue the relevant investigations to clarify what happened and hold accountable whoever is found responsible.”

The roadside killings are a disturbing development in regions that are not typically associated with such extreme cartel violence. According to official figures, Tlaxcala accounts for just 0.5% of the 14,769 intentional homicides reported in Mexico so far this year, while Puebla accounts for 3.4%. Both states are rated at Level 2 on the U.S. State Department’s travel advisory scale, generally considered safer than northern and western states where drug cartel violence is more concentrated.


Despite their reputation for relative safety, both states face challenges linked to organized crime, including the movement of drugs, fuel, and human trafficking through central Mexico.

Extreme violence such as decapitation is more commonly reported in states along the Pacific coast. In June, 20 bodies, including five headless victims, were found under a bridge in Sinaloa. In March, the dismembered bodies of nine missing students were discovered along a highway between Puebla and Oaxaca, with a bag of severed hands recovered nearby.


The investigation into the Puebla-Tlaxcala killings remains ongoing as authorities seek to identify the perpetrators behind the gruesome crime.
