Wisconsin 3-year-old remains missing as prosecutors formally charge mother, caretaker

MANITOWOC, Wis. (WLUK) -- The mother of missing 3-year-old Elijah Vue faced formal charges of child neglect and obstruction on Monday morning. Jesse Vang, a man prosecutors claim the boy was sent to for "disciplinary reasons," also stands accused of child neglect. Both individuals appeared in court on Monday afternoon and are scheduled to return for preliminary hearings on March 7.


According to the criminal complaint, Vang asserted he was babysitting Vue at his Two Rivers residence but fell asleep. He claimed to have woken up around 11 a.m. on Feb. 20 and promptly contacted the authorities.


Baur, who resides in Wisconsin Dells, initially told law enforcement she was not in the Manitowoc area on Feb. 16-17. However, cell phone records contradicted her statement, resulting in the obstruction charge.


The complaint outlines various disciplinary methods employed by Vang with Vue. Baur informed the police that Vang served as the "enforcer" in their relationship and detailed the boundaries for punishment she expected Vang to follow.


As per the criminal complaint, "Vang stated VICTIM was disciplined using 'time outs,'" lasting from 1-3 hours, during which Vue was required to pray or apologize. Vang admitted Vue spent the majority of his time with him in "time out" as part of a boot camp approach. Additionally, Vang mentioned Vue's lack of potty training, indicating he changed the boy's diaper at least once daily.


When queried about alternative measures if time outs proved ineffective, Vang disclosed he would offer Vue cold water, knowing the child disliked it but without understanding the reason.


Vang asserted they were attempting to instill good behavior both at his residence and at Vue's home, framing the latter as a "privilege" for the child to comprehend, according to the complaint.
