Abia State Government New Building Regulations: New 3-Storey Buildings Must Have Elevators

The Abia State Government has mandated that all newly constructed buildings with three or more floors must be fitted with elevators. This directive aims to enhance safety, ensure habitability, and uphold construction standards across the state.


During a training session for personnel of the building control unit of the Greater Aba Development Authority (GADA), the agency's General Manager, Architect Uche Ukeje, emphasized the importance of strict building control measures. Represented by the Head of the Building Control Unit, Mr. Enyinnaya Romanus, Ukeje stated that these regulations are designed to prevent building collapses, protect lives and property, and promote environmentally friendly construction practices.


He stressed the need for continuous monitoring and supervision of building projects to maintain compliance with established standards.


“Previously, building control was not enforced in Aba. Now, developers must obtain necessary approvals before foundation work begins. Site inspections will be conducted at every stage to ensure compliance,” Ukeje said.


He further warned that developers who fail to meet regulatory requirements will not receive further approvals.


“There are specific facilities that must be included in certain building types. Any building with three or more floors must have an elevator, or approval will not be granted. Drainage and waste disposal plans must also meet standards before construction can proceed. The practice of channeling waste into drainage systems is no longer permitted,” he added.


Developers found in violation of these regulations will face arrest and prosecution if they do not rectify any infractions within the stipulated timeframe. The government maintains that these measures are not intended to hinder development but to ensure that all buildings are structurally sound and meet modern standards.


Ukeje highlighted that GADA has implemented a digital system to streamline approvals and monitoring. Developers can now check the status of their projects online and receive real-time updates regarding compliance issues.


Additionally, the government is collaborating with environmental health officials to enforce environmental protection laws. Residents have been sensitized on the importance of adhering to these regulations to maintain a safe and sustainable urban environment.
