A suspected migrant boat capsized early Monday morning off the coast of San Diego, resulting in the deaths of three individuals, injuries to four others, and leaving nine people unaccounted for as rescue efforts continued. The U.S. Coast Guard responded to the incident, which occurred approximately 35 miles north of the Mexico border near Torrey Pines State Beach.


The vessel, described as a panga—an open fishing boat often used by human smugglers—flipped shortly after sunrise. Authorities believe the boat was carrying migrants attempting to bypass land-based border security by traveling by sea under cover of darkness. The origin of the vessel remains unknown, and officials have not released the nationalities or identities of those on board.

Petty Officer Chris Sappey confirmed that the passengers were not tourists and are believed to be migrants being smuggled by sea. Such maritime routes have increasingly become a method for illegal crossings into the United States, particularly along the California coastline. Smuggling operations frequently launch from the Mexican coast and navigate long distances to reach U.S. shores.


Four individuals rescued from the water were transported to local hospitals for treatment. The U.S. Coast Guard deployed both helicopter and surface vessels in the ongoing search for the nine missing persons. U.S. Border Patrol agents are assisting in the operation, although specific details of their involvement were not disclosed.

Witnesses hiking near Torrey Pines State Beach reported the capsizing around 6:30 a.m. One witness, a doctor, observed people administering CPR on the beach and rushed to provide assistance. Emergency responders arrived shortly after the call was made.


Weather conditions at the time of the incident were relatively mild, with light winds and waves reaching approximately six feet. The water temperature was recorded at 63°F (17°C), potentially contributing to the danger for those submerged for extended periods.

A bulldozer later recovered the vessel from the beach. The panga, over 20 feet in length, bore signs of heavy use and damage. The boat contained personal items including a pair of running shoes, over a dozen life vests, an empty waterproof phone pouch, various water bottles, and wooden planks serving as seating. The engine showed visible signs of damage.


Officials have not yet confirmed whether any additional individuals managed to escape and flee the area independently. Investigations into the incident are ongoing as search and rescue teams continue combing the waters for survivors or victims.
